Last fall, the Centers for Medicare and Medicaid Services (CMS) finalized updates to the reimbursement rules for outpatient services that are intended to eliminate financial incentives based solely on the location where certain services are provided. The new regulations implement the site-neutral payment provisions of the Bipartisan Budget Act of 2015 (BBA) – specifically, the statute’s mandate to eliminate incentives for hospitals to purchase physician practices and convert them to off-campus outpatient provider-based departments (OPDs). On average, these changes represent about a 50% reduction in reimbursement for services delivered in off-campus OPDs. Using real world scenarios, Ms. Jacobs will examine the potential impact of the new rules on clinical network development, strategic planning and hospital operations.
